The training provided by AT&T is where the joke lies. It came from a time when 4 out 5 Doctors recommend Camel cigarettes for sore throats or coughs.
Never have I known a cable splicer provided with a respirator. Melting and soldering those lead sleeves in a manhole, well it sounds a little dicey. You can pump air in there all you want, just enough to keep enough O2 in there. Melted lead fumes are a little bit more difficult to mitigate.
AT&T's claim that "We trained you! We gave you PPE" isn't going to cut it anymore. Shaving cream? Yes the same shaving cream installers where told to use when drilling though known asbestos tiles in the Central Offices to install new racks for equipment.
