T-Mobile has foresighted management that is wisely spending it's free cash on the raw material (spectrum) that it will need to grow it's business. AT&T on the other hand, has a maniacal egocentric loon at the helm who spent all of AT&T's free cash trying to buy his way into Hollywood.

T-Mobile didn't need certain spectrum bands but knew what AT&T needed so they purposely bid on it just so AT&T would have to pay more for it.

Looks like Stinky failed one more time in the strategy department, turns out mmwave is a BIG flop and now is blaming everyone else for his decisions.
Most of his decisions are turning out to be zombies that keep on going long after Stinky gave them life.

Stankey and his suite hate government and regulation until they don't.

Whenever there are big subsidized programs where we sign up, get the money, but somehow never get the job done.

Same for tilting the regulatory environment in our favor, especially at the state level where municipalities have to fight AT&T's lobbying arm if they want to provide cheap broadband to their citizens (look at Chattanooga and Lafayette, LA to see how it's done).
