When is the next layoff date?

I wonder if HR realizes that when there are no more non essentials left to lay off, that they have to send themselves letters.
“ I’m showing another one coming. Notification on 11/17. Last day on payroll 12/01. It may be off by a day or two but the rest of my calendar has been nearly dead on.”
Why does the notification have to be 2 weeks before last payroll date? I thought the company was trying to provide more warning time. Some orgs received notice months ago for a 12/1 last payroll date.
11/13. HR has a max cap they can outprocess and additional members of Wave 1 still need to cycle through.
