I used to pull lists and it actually does go from 0-9. Can’t remember who falls into B9 other than it was very junior, minimum wage teammates.

I don't think there is a level below a "8" unless you push for them to create it just for you, no one else but you.
I think a Senior Project Manager would be called a Project Manager II (b4), whereas a Project Manager would be called a Project Manager I (b5).
Like one of the other posts said, a Manager II is more senior than a Manager I.
In general, job titles do not directly map to a Band. A Sr. PM could be any band in theory. However, in order to successfully fulfill the role, a person should have the experience and knowledge of a B5 or B6. I have only seen 1 case of a B4 with a Sr. PM job title and that was a short-term, organizational transition.
Manager I = band 5
Manager II = band 4
Senior = H4.
