Do we know if the location strategy cities is LOB specific e.g. CSBB hubs, meaning all orgs within CSBB have the same hub. or if different orgs within the LOB have its own subset from the LOB city list. Thanks.

there are two categories - core and non-core (defined at the WF and LOB level). Within core there is sustain/grow/specialty. Non core is planned for exit long term and specialty is basically unique sites that lob's need for certain reasons. If you are in NYC, Des Moines, Charlotte, Dallas, Phoenix you are fine - everywhere else is basically lob specific

Not likely lob specific. Among other reasons, having people spread out is a form of contingency during natural disasters, etc.

I believe the overall lob has a list then groups within in can pick and choose from that list. in some cases for highly specialized roles you can get exceptions.
At least for tech (WFT), it varies by group. You can find the list on Confluence.
It's rare, but possible. For that to occur, there must be a fairly large specialized concentrated population outside the known hubs.
There is overlap of course, but yes, LOBs can have their own hubs that are different than other LOBs. It's a cluster, not that it could be otherwise. Hubbing only really makes sense if it's being used as a tool to dump employees. That's the only reason it's happening.
