The jobs will be filled but with less expensive people. Get rid of the high, expense older employees and in with the new, lower cost workers! :0
OP here. I've seen this same thing around direct hires versus agency. Post the job, can't get qualified direct hires, so let's get some agency heads.
One of this was my job.
I wasn’t allowed to transfer to another group that wanted me. Too old. Too white.
@hkb is exactly right. The job openings are not meant to be filled by employees or American applicants. This is purely to satisfy a government H1B requirement.
These postings are to let HR interview the 3 people requirement for the H1b paperwork.
They will interview three strong candidates, then offer them $60k p.a. Then they will file a claim to the Gov that nobody wants to work and that we need more H1b visas to fill this gap.
Meanwhile the severances will continue.
And yet with all the people fired (not laid off) over the past couple of years, none were qualified / allowed to apply for any of these jobs? Quite the ethical company.

PR smokescreen. Have to make it look like you mean it when you're ad says "We're all in in America."
I'll bet this results in no new hires.
Any sensible candidate wouldnt not join a failure company with no ethics.
