Like the other interoperability dreams that have all failed, it's simply a business decision- the operator will choose one incumbent if the price is right and the operator doesn't have to do any training and learning and managing any new equipment from a new vendor. The incumbent always wins by dropping the price. That is the vendor lock-in game. It's the razor blade model of Gillette that we all learned in business school. The bookend solution. Nothing open about it.
