I was told the only way to get a title promotion is to get an exceeds two years in a row. It doesn't have to be E/E but M/E or E/M. Otherwise, supposedly you are out of luck per my manager anyway.

yes, but don't kid yourself. Getting "promoted" does not mean more money. The salary ranges overlap. (Surprise!)

But i get it, that's important to some people, esp. when starting out.
Looking back over my career, my only regret is that I wished I'd kicked a fit over pay, not worhtless titles.

Back to the topic. You need 2 years of exceeds in one or more categories in order to be eligible for a title change. No guarantees.
