What is "safe"? Locations are retained if the rental market is favorable, the labor market is affordable, the labor relations/laws are favorable, and the likelihood of unionization is low. There's an edge on locations where Wells Fargo historically had a headquarters due to an acquired company (e.g. Minneapolis, Charlotte, San Francisco, Phoenix, Denver) or where there's prestige (San Francisco, New York).

Beyond that, no, no location is safe.
