They never should have off shored to india or pakistan.
When outsourcing did start happening at scale Cisco transferred many failed programs from the US to India. Even before in the go-go 90s Cisco couldn't hire and manage people with software development skills and any number of objective metrics will show that, which is in part why Cisco has been so dependent on acquisitions over those 30 years.
I've heard both sides brag but at the end of the day neither has been able to deliver on time and on budget with something that works at Cisco. I've also worked at companies that do deliver and I know why Cisco will never get software right and why it will never be the systems company they've been dreaming about being for decades,, and it has nothing to do with having work performed in multiple countries.

They never should have off shored to india or pakistan. Absolutely incompetent on a whole. You used to get 15:1, now it's more like 5:1 as far as cost per resource. Problem is the US has to redo everything after the 15 or the 5 buffoons have their hands on it. All of the centers are pretty much incompetent and thinking mx is any better? MM and the elt are the only ones benefiting. Not the customers that demand value, nor the margins that are getting ki-led from having to clean up on aisle 13 every stinking day.
People from Pakistan are much easier to work with those those from India.

India roles are being shifted to Pakistan. It's way cheaper than India.
India is not so cheap or safe anymore. Shifting geographies is about to happen for stability.

Cut jobs in US/EU, move them to India. For 1 US worker, you get 4 workers in India. I wish the ELT could be offshored too including that math major.
India is very much on the chopping block too.
Cisco is on liquidation path, everything must go including India.
