No need to tell Cisco that u already started working in new company just enjoy the double salary.
Just don’t login into VPN network for any work related thing. If possible handover laptop to IT saying ur traveling somewhere

can you leave and sign your separation package early if you find an opportunity externally before the end of that period.
If you sign the separation package early, your employment ends effective the day you sign it. You get the severance package portion, but you end up waiving the "in lieu" portion because you signed early.
As mentioned above, how would they know? Start your new job and enjoy the double dip. It really depends on if your current manager is having you do any work during that time while you're looking for other internal opportunities, but I understand that you're not supposed to be "working" in your old role once you're notified and the time you're still an employee is meant to be dedicated to internal job search and internal interviews.
I haven't done the internal job search process before. When I was laid off, I had the 60-days pay as an employee in lieu of notice and I spent a day documenting status of stuff and then a couple of hours handing it off to someone & the manager expensed our lunch for my time. Then I found a new job outside of Cisco within the first 30 days and started about 2 weeks after the offer, so within 45-ish days of the "in lieu" notice window and signed my paperwork on day 60, turned in my laptop and badge, and pocketed the 4 months of severance, COBRA payments & my unused PTO.
How will they know?
Nobody will be asking you to work during that time, so no reason why not
To clarify, if you get LRed and they give you the typical 45 days or 90 days pay in lieu to allow you to look internally for other opportunities, can you leave and sign your separation package early if you find an opportunity externally before the end of that period.
