WARN notice typically happens after an earnings call. If before, it would cause an enormous amount of speculative stock trades. During the call broad outlines of potential layoffs are discussed. Specifics are then released concurrent with WARN after the call.

I thought Warn Notice was used when a company didn't give employees 60 day notice of upcoming layoff.

If they give the affected employees 60 days notice then Warn Notice to the state is unnecessary.

Expect the WARN Notice to get posted on/during/after earnings on Feb 14.
Then they'll announce the layoffs, and they'll take effect 60 days after the announcement.
