Maybe someone should ask WatsonX how to do this with zero downtime.
As far as I know, every major virtualization technology that is available today provides a means to hot-swap physical devices. Copy services are commonly available in SANs, even over wide distances, and server swapping was seen in VMware ever since VMotion became available over 20 years ago. IBM mainframes have had this capability for ages.
What is needed to implement hot-swapping is the hardware (of course) and excellent planning by the system and network administrators. Without knowing the specifics of IBM's cloud topology, it is hard to analyze why they couldn't make it work. It's definitely not a technology problem.
@u-k It relates to dismissals (not layoffs) in that IBM may not be managing its resources in an optimal fashion to provide continuous, uninterrupted service. Uninterrupted service during server migrations is expected in cloud services nowadays.
Back in the day, DBAs and Application administrators would get pi---d off if you forced them off their maintenance window. It makes extra work for them, and they end up wanting to dump you for someone else...someone who won't make them work so much. I would expect the same to apply in the cloud world.
