Why do employees go back and forth between BOA and Wells like musical chairs?

Legacy employees from Wachovia are also legacy First Union employees. Both First Union and Bank of America (nations bank)were headquartered in Charlotte and had the actual buildings uptown in Charlotte, like they are today. The old rule used to be that if you wanted a significant bump in salary, you had to jump to a competing financial institution, which sets up this scenario in Charlotte. This has been going on 30+ years. Also Hugh McColl ( bofa) and Ed Crutchfield (fu) were rivals and poaching talent was common.

I don't know about BOA but for Wells (and in a tech position), the best way to position yourself is in the initial hire. It's been not nice for the last 12 years that I know of. You can implement many creative solutions at Wells and no one seems to notice. So if you are under 55 the best way to get ahead is to leave and return.
