Its not a layoff, termination for cause and zero severance.

This is one way for employers to layoff employees and not get sued. If the policy is to return to the office and the employee doesn't follow it, the employer has the right to lay you off.

Working from home is not what's broken. The morale being destroyed by too many layoffs, cuts and changes is what's hurt. Letting people work from home more would raise morale and production.
