I got meets target for mid year but not sure if it’s likely that will stick or if I’ll get thrown under the bus

Real talk here...if you are on this board asking about what will happen if you set goals and don't meet them...I don't know what to tell you. Reason would have you say that yes...that isn't good. What kind of answer do you want from internet rando's? Yeah this can be an echo chamber for under performing employees who don't like the responsibility they have to deal with. You really need to reconsider your job choice if you are posting on a internet site asking if under performing is a hazard to your employment. Now if you have reason to think that you are being unjustly targeted, hindered in any way on purpose, then that is an opportunity to warn some people and possibly ask for advice.
You could try excelling for a change and then see? 🤷
