I heard from an SE leader (not to be named since he signed an NDA) that the number will be between 10-12% so roughly between 8-10k people

You're assuming these numbers are right and that Cisco won't hire significantly in the next year or two. Cisco tends to grow back their "losses" and more, and that doesn't count what they spend on acquisitions, and they have a massive acquisition scheduled to close in under a year.

But I thought this economy was booming according to the MSM?

Poorly run legacy companies and tech companies that have saturated their markets are hitting the wall. These aren't the vast majority of the US economy which is deeply affected by the world economy. GDP growth is the highest in the G7 countries and inflation is the lowest in the G7 countries. We're still suffering the curse of full employment where too many people who can't do a give job were given that job because there was no one else to take it.
