Why is ExxonMobil still paying expat assignment tax if I am no longer an expat since 2016? I became US employee on 2016, and they want part of my tax refund to be payable to them!
Can someone from HR or tax enlighten me?

There is no seven year rule. They do it until they can’t benefit them stop.
They require you to use deloitte for 7 years following your repatriation.
Be fully aware that Deloitte does not work for you. You should have someone else look at your taxes
As long as they can benefit from credits for foreign tax they paid on your behalf they will want to do your taxes and claim the benefit. There is a limit per year they can claim so it takes them a while to get it all back. Since 2016 seems excessive but maybe they paid you a massive amount. Read the fine print when you sign up for an expat assignment.
