The impact will be felt globally, however labour laws are somewhat more protective of the worker in Europe than in the US. For example in the UK after lay offs are officially announced there has to be a consultation period, which normally lasts about 4 weeks, thus people will not be identified as redundant until March at the earliest. The Labour laws in France and Germany are even more protective.
