This is no better than all the outsourcing T did in the past which simply resulted in the outsourcing company (IBM/Tech Mahindra) offshoring it themselves.
They all have the option to work from home. Of the dozen calls I've had they all do such.

many live in crowded cities in studio apartments as that is all they can afford with AT&T / contractor offshore pay, so what do you expect? It is AT&T mgmt's decision, so why blame them.

Call AT&T & constantly get someone who speaks english that I can't understand.
Last time I called about a billing error I did hear a Rooster crowing constantly. Then I heard a Jeepney backfiring - I asked about both & the Indian woman just laughed.

Yeah. AT&T contractors are real professional on business calls.
Tech companies like Google, Microsoft, Amazon and others have used that ruse for years. Complain to the government that you are unable fill technical positions with U.S. employees. Then go out and fill all the positions with H1B employees. Then turn around and layoff U.S. employees because of "cost cutting".
Just be happy you did not have smell-o-vision...
Saw the H1B notice on a bulletin board in Atlanta the other day. Apparently by law they have to post when they are bringing in H1B workers to an office now. Yet, I haven’t seen any internal job postings. Which the point was to bring in workers because you can’t find people. Makes you go hmm.
Nothing against those folks, they just want better paying jobs, but that really is a slight against American workers, which is not ok.
And to think we are adding the bulk of employees from India...
