If you've been laid off you have a package and you definitely aren't bored, therefore the thousands OP refers to are clearly those still employed who want someone else not only to make the decision for them to leave but to pay for it. It's time for them to start adulting.

Or take responsibility for yourself and go out and get a new job. If you have time to be bored you have time to build skills and a professional network.
