One of my best friend texted me late in the evening. He got laid off. Any chance of getting other roles for him.

Not likely. Back in January they cancelled a huge number of requisitions in preparation for this layoff. They will hold only a few reqs out there during the 60 days as a token amount. I expect they may start opening some up later in the year, but it will be after the affected people are gone so you have to try as an external hire...and probably get weeded out anyway.

Let him look outside. take 3 months to start the new job so he can get his severance.
If he takes an internal role, he will have to work for the 'severance'.
Will there be any IT hiring or opening for old guys on the market ?
Have family to feed, kids in college.
Does he know AI? Most likely he could not be a good fit for the long term company growth. He should be let go
