Cisco always was a "work harder, not smarter" company. It's not just that the endless bugs across four redundant operating systems eat most of your development budget, but it adds massive support costs to both Cisco and its customers. A 40 year game of telephone among tens of thousands of people turned out to be a bad way to develop software.
