What management is missing here is Juan's per hr cost may be 50% of US worker but he take 3x more time to accomplish same thing. His is that efficient? In actuality you are paying more to get the job done as these are not experienced enough and also waste US engineers time to coach them

Agreed. Maybe also a delayed countermeasure for union concessions made on wage and benefit. increases several months ago in order to not draw attention to any correlation.
