They decided a change in the plan was needed. Last month MANY employees were told personally or in meetings that RTO was the policy. If they continued to violate the policy they will be disciplined.
No need to layoff and pay severance when they can just fire you for violating policy.

Who said there was a delay? A director under Fox had a staff meeting yesteray and relayed a cryptic message about a surplus in the group. It seems one may have happened but we were promised more details later this week.
