I am guessing that as time goes on, it's subject to change. As they lay off people, as people leave on their own, etc. They will probably be re-evaluating and determining if there are areas that need be shifted in the timeline or whatever. Given that they've said it's a two to three year project, this makes sense that the time line may change.
