They're not clueless. They are going along to get along. They are master politicians milking a lucrative gig for as long as possible. You'd do the same if you had the chance. Human nature. True leaders are rare everywhere.
There must be rotation between Engineers and Directors roles including their pay stub. Then if directors are unable to perform Engineers job, they must be fired.
You don't even need to switch. Start by firing the engineers who can't do the job. Once you find the effective engineers eliminate the management chains above the failed engineers. Treat it like an exercise to learn something about useful metrics.
