I very recently got promoted to an SG8, but was promised I would get that promotion back in August 2023 and they kept delaying(with lots of excuses). However, I've already been thinking of transferring internally, I have discussed it with my supervisor and he seemed ok with it. Will this promotion make it more complicated?

Count your blessings. I didn't get to SGR8 until 20 years after SGR7
Be careful where you want to go. Some areas acquire new people just to use them to protect the others already there during layoffs. I've seen it happen. Sometimes it's tough being the new kid on the block and management has no morals.
In the past, they could block you for a lateral. It's more important that your current management is OK with it.
Don't wait for anyone to take care of you. You have to be your own advocate.
Internal transfer after promotion won't be an issue. Positions are based on GSR generically, not specifically Gsr 8 vs 7. Congrats on the gsr 8. Don't worry about the transfer. If your boss is cool with it, that's all that matters.
