With layoffs at nearly all tech companies, where are people who are looking to leave applying?

It's not easy finding a new job in IT; the tech companies are still laying people off left and right. Especially difficult if you're 45+ in age; the hiring managers are still unrealistically looking for the "silver unicorn" of age 24 with 24+ years of experience, OR some of the hiring managers are looking for the brown nosers, regardless of qualifications.
