This exists in every business segment. Manager is complicit in the activity without any written proof. They will sacrifice their people for the sake of numbers, regardless of how they are obtained. Nothing new in T business segment.

If the manager taught and promoted the investigable tactics, they’ll be investigated too.

If it's egregious enough or they put some stuff in writing they'll likely be gone too. Managers can't catch everything especially now days where they bring in managers who've never once sold business. They are completely oblivious to the shenanigans sellers try to pull and their negligence saves them come time for the AP interview.
