Lay those people off ASAP.
The system was designed correctly. The problem is the people who designed it are gone. The people who know how to manage it are gone. Ninety percent of the equipment is end of support as they have not spent any money to upgrade it for 20 years. The system is held together by bailing wire, duct tape and gum.
