ExxonMobil, Shell Selected for 2.5 MMtpa CCS Project in Singapore

Singapore’s government has picked a carbon capture and storage (CCS) consortium between Exxon Mobil Corp. and Shell PLC to develop a cross-border CCS project with a capacity of 2.5 million metric tons per annum (MMtpa) of carbon dioxide (CO2).

S-Hub, comprised of ExxonMobil Asia Pacific Pte. Ltd. and Shell Singapore Pte. Ltd., signed a memorandum of understanding with the Singapore Economic Development Board in (EDB) December for the CCS project, the consortium said in a news release.

“Commitment to proceed will be subject to definitive agreements between the parties”, S-Hub said.

“Carbon capture and storage has the potential to be a key decarbonization pathway for Singapore, especially for sectors with hard-to-abate emissions such as energy and chemicals, power, and waste”, EDB executive vice president Lim Wey-Len said in a statement.

“We are pleased to appoint S-Hub to study and develop a CCS project with partners in the region. This is part of the government’s ongoing efforts to build a portfolio of decarbonization measures to realize our climate change targets”.

Targeted to start up 2030 , the project plans to capture and store CO2 emissions from Singapore underground or under the seabed. “Storage sites will be selected after undergoing rigorous analysis to ensure their suitability”, S-Hub said.

The EDB said in a separate announcement, “Cross-border CCS is a nascent market globally, and a close public-private partnership is important for the successful design and execution of such a project”.

“The region has strong geological potential for CO2 storage”, it noted. “Many regional countries and companies have announced plans to develop regional CCS hubs”.

Singapore recently signed a letter of intent with neighboring Indonesia on CCS cooperation.

Irtiza Sayyed, ExxonMobil president for low-carbon solutions in Asia-Pacific, said in a statement, “Our extensive experience managing and building complex cross-border projects, coupled with our core capabilities in CCS, gives us the confidence to accelerate Singapore and the region’s path to net zero”.

Shell global CCS vice president Bernhard Koudelka said, “With our global track record and deep expertise in developing CCS hubs with over 10 million tons of carbon dioxide captured to date, we have the experience needed in bringing together multiple partners and emitters to establish a complex cross border CCS network”.

Rival Chevron Corp. also is a member of another CCS consortium in Singapore. The Low Carbon Technology Industry Consortium (LCTIC) was launched four years ago with the signing of an agreement between Chevron Singapore Pte. Ltd., Keppel Data Centers, construction concrete manufacturer Pan United Corp. and consultancy Surbana Jurong Pte. Ltd.

In January Keppel Ltd. announced a memorandum of understanding was inked with gas production and distribution operators Air Liquide Singapore Pte. Ltd., Osaka Gas Singapore Pte. Ltd. and Pavilion Energy Pte. Ltd. as new LCTIC members.

“Under the MOU, the LCT-IC members will seek to partner, exchange ideas, share technical insights and develop lower carbon research, development and demonstration”, Keppel said in a press release January 11.

LCTIC will partner with educational institutions and research institutes on research and development projects concerning lower-carbon energy tech solutions, Singapore-based Keppel said.

It will “partner technology scale-up platforms to translate and advance lab-scale research and technologies of lower Technology Readiness Levels to technology test-beds for scale-up”, Keppel said.

The consortium also seeks to come up with industrial solutions “to realize lower carbon value chains, including first-of-its-kind, pre'-commercialization demonstration projects”, added Keppel, a global investor with stakes in infrastructure and real estate.

Currently the consortium is exploring opportunities in the use of CO2 mineralization in the construction sector, according to Keppel. “CO2 sequestered in concrete has the potential to lower the embodied carbon of buildings and other structures where concrete could be utilized”, it said.

“Consortium members are expected to be involved at various points within this value chain to jointly study feedstock availability, potential market demand within Singapore and new product qualification requirements. This could be followed by a techno-economic analysis and product life cycle assessment”.
