There has been bargained layoffs nearly every quarter, the exception was 1st qtr of 2024, probably because of the transition to INFOR and WorkDay. As stated the company has already reduced bargained over many years through surpluses and attrition. In my area alone there are now 5 total crews between construction, I/R and wire techs, 10 years ago, there used to be 10 crews covering the same area.

The managers have finally taken notice over the last few years because they started being affected with layoffs, benefit loss, policy changes, relocation and RTO.

Surplus, if any, will be mainly for the outside titles since there hasn’t been one in nearly 2.5 years for them, due to a MOA between company and the union. They recently extended it until June because the company still hasn’t fulfilled their end of an agreement made from a lawsuit won by the union.

I said, “if any” surplus because, there has been a continued loss from attrition and hiring freezes in place for some titles, ET’s for instance. For most other titles and if there are any openings, are backfilled by other current techs looking to move or for a promotion. Once they leave their current position, it isn’t being backfilled so, the workforce as a whole is being reduced at a measured pace. The titles that are hiring is, sales, customer service, wire techs and utility BSW, due to large turnover.

The result is an aging workforce and most outside titles, besides entry level jobs like wire techs, have between 23-25 years of service with some 30 years plus sprinkled in. They are very slowly adding wire techs to the core but they only represent a small minority. The lowest seniority in many groups or crews is 23 years of service so, within 5 to 7 years a large majority will be retiring.

I/R were doing 4-5 jobs a day, now they are doing maybe 4-5 jobs a week. It's inevitable a surplus is coming for them.

Fed BEAD money is coming, execs are still committed to building out the network and First-Net is expanding. The sky isn’t falling.

Is there a surplus coming for bargained for personnel anywhere in the country? We know there isn't enough work to sustain all union personnel, so there almost has to be a surplus declared for these employees...does anyone know anything, please share?
