I retired after career stints at a large manufacturer and IBM. Both companies have cut HR resources and/or moved HR operations offshore. I will say with the large manufacturer, HR is now moved offshore as their main HR center and service has deteriorated. I had to send them 4 emails to get them to even respond to a query I had. It is frustrating as I remember the days of great service when their HR operations was US based.

The norm for most HR providers, but if you escalate enough, you'll get the person in charge in the US.
