These losses cannot go on without the loss of jobs. Will they open up voluntary widespread, or too risky given how many people may be seeing the oncoming train and jump off the track?

Most likely if VSP offered only those with a BE rating would be eligible.
Most Intel Political Engineers (Fellows, Sr. PEs, PEs) could be demoted at least 2 or 3 grades without any impact whatsoever to productivity.
Look at PGs message. Layoffs will go wide due to design consolidation + no more PVC.
All working on PVC. OneAPI and IDC are fair game for becoming canon fodder
Please don’t insult grade 8s. Many of them do a lot of the heavy lifting. PEs in my experience don’t do squat but talk talk talk.
If PE/SPE/fellows are doing grade 7 or 8 work, they are overpaid. Doubtful they are actually doing g7 or g8 work. As PE or fellow, the job requirements would be different.

INTEL PEs, Senior PEs, Fellows will not get a job in any other Company. They are dinosaurs! Lower them to grade 8-9 or fire them.

They'd have to shut down Irelands fabs if they opened voluntary, I reckon 50% are ready to jump.
Voluntary usually has decent packages as an incentive but I don’t see Intel having that kind of cash to spare. If they have another brain drain like they did in 2016 from the voluntary program Intel would never recover. It will most likely be targeted and provide minimal payouts and benefits.
I can only imagine what would happen to Intel if they offered VSP right now. People have been waiting quietly for years for VSP.

They cant afford to do a flat voluntary cpm. Too many people will take it. If voluntary certain people/groups will not be eligible.
I didnt take voluntary CPM last time. If it comes this time I am taking. Intel is a dumpster fire.
