If you look at the 5500 IRS forms that IBM is required to fill out, the USA workforce has shrunk considerably over the last 4 years These are plan year numbers thus approx 6-9 months behind. Plan year 2023 should be reported in the August of 2024 time frame
2022 = 55k
2021 = 64k
2020 = 69k
2019 = 73k
2018 = 78k
2017 = 82k
This does not bode well for USA reskilling With the 3900 layoff in 2023 along with Watson Health sale, I expect 2023 numbers to be down by 5-6k. With the 2024 layoffs and 1 billion of extra savings along with “weather getting sold” I expect another 8k to be gone.
I know 2 roles that AI can replace tomorrow - the CEO and CHRO roles!

@nbb You are correct Why would you reskill in a high labor cost country, when low labor cost countries offer 2-3x the labor for the same price. (ahhh cheap bandwidth makes labor a commodity). IBM has already demonstrated it only cares about costs, not location. You can’t expect IBM to change its behavior as cost drives all decisions.
