remember there are two lists. one they tell you on how great you are on your a&d and another they send up the chain if you're not on the friends and family list. your manager's nose is about 2 feet tall into stankey's a-s about this time.

I welcome it! No old timer here. No pension, but would like a fresh start. Perks are just okay enough for me not to go on my own accord.
My manager does not even know who works for her. And no I’m not making that up. She also says rto is harder on her than anyone else. Hmmmm wonder why I want out? Agree that level two management is worthless. I always thought a managers number one job was to take care of their people. Not so much where I come from. It’s very disheartening and honestly disgusting

The less L1’s, means less L2’s & L3’s. How many engineers/planners this go around?
In my L2 experience, L2s and their L3 get together to rank L1s, then when that's completed, the L3s get together to further refine the list. In one session, they had a PPT with pictures of each L1 so everyone knew the person being discussed. Then for layoff purposes, HR provides a spreadsheet with everyone assigned to a 'universe'. The universe (could be any number of) could be state, salary, rating, job number, etc. This enabled managers to filter easily and identify the universe to use in layoffs so there was no discrimination. It's a fair process that stands up to any legal test, just unfortunate for those in the 'wrong' universe being used.

100%--I am not one to bash on AD's (L2- formerly known as Area Managers). They have a thankless job, and for the life of me I have no idea why anyone would want that job.
That said, they really have the most say as to who from their directs goes.
So when they tell you (and THEY WILL tell you) that it came from above, and they had nothing to do with it, just be aware that this is total BS.
The date is not consistent with what the surplus calendar shows. Rank and stack was due on 3/25-3/31 for the 4/19 surplus and 4/29-5/05 for the 5/23 surplus.
Maybe something else going on in ACE.
And many managers will say they had nothing to do with the rankings.
