Can anyone other than your manager see KO feedbacks? can your managers manager see this? Is this something that people in assessment meeting can see?

Only your supervisor can see it your supervisor has at most a couple of minutes to describe you in the assessment meeting. That is all. No one sees your PDS or feedback
The KOFs you write reveal more about you then they ever will about the person your evaluating whom the supervisor already has first hand knowledge about. Keep this in mind when you are asked to fill one out. Will your comments portray you as a critical nitpicking jerk, or will they show you to be a fair-minded appreciative person who works well with others? Some do not even fill the form out at all. Why? Too self absorbed to be bothered, completely unaware and dismissive of you own team members to care? Now ask yourself, 'what is it that you want your KO feedback to say about you?' Yes, managers of manager can read them if they want to.
KOF is there for your manager to collect dirt on you for future usage.
KOF is only there to support decisions already made about you, the rest is trashed
KOF cannot sway a stupid young supervisor that has made up her mind to throw you under the bus.
Basically all of these comments aren’t accurate.
Your DH may be able to see your KOF, but I’m not a DH so I don’t know for certain. Your SLS should share your KOF verbatim. If they don’t, ask them to if you want. If they insist, tell them you can handle it straight and that’s what the anonymous button in CareerConnect is for.

They matter for the buddies of the LT or if they are building a case on you.
Feedback is meaningless. Your manager has decided your fate weeks before any feedback from folks you have done actual work with.
KOFs won't matter so don't sweat on it
