If the feedback is positive, managers usually ignore. If the feedback is negative, managers include them in one's performance review.
Complete waste of time.
Warning warning!⚠️ retaliation is real and many managers will not respond well to feedback.
you can request feedback yourself or managers can request someone to provide feedback. For managers of larger teams who aren't always in the weeds with what their employees are doing this is a valuable tool to get feedback from this you work with. In my case I asked my team to provide 2 people I should ask for feedback.
Tell them your co-workers are all tu-ds and leave it at that!
I gave a nice feedback to my co-worker who is not very good at his job. We have to cover each other's back y'all. Be nice to your peers. We are all in this together.

I refuse to provide feedback on my peers. If you can’t say anything nice don’t say it at all.
Managers can see your feedback. If they don't like it, they will retaliate you.

You can ask to have managers CC'd on those or not, if you want to keep it between yourself and the person you're asking for feedback from. Otherwise, when I "tested" it with a couple of peers, they had no idea what it was, so I am gathering not many people use it in general.
They are a way to get documented feedback if your manager tries to pull shady business on your mid or end of year. Would they save you? Probably not but you could try to use that in a case.
