You need to perform a certification vote. I believe if you get a simple majority (50% + 1) to vote yes, you can be certified by the NLRB.

They tried about 25 years ago but could not get enough interest. They want a guaranteed percentage of yes votes before they will even try. Waco doesn't trust unions because of the General Tire union fiasco years and years ago. So probably never going to happen or be brought up again.
