Well that's simply not true. Take a look at pretty much every layoff in Des Moines, IA this year as exhibit A.

They don't have to report unless it is 50+ people impacted at the same location. Since they're doing most layoffs in small numbers across the US they are not required to report. I was actually surprised to see when they reported for less than 50 in some cases. Corp Amer has figured out how to trick that system so you won't see WARN notices in most cases, no matter the company.

Wonder why Minnesota isn't there. I go searching for it. Similar to this bank-- lots of policy documents but no data. I know bunches of people laid off in Minnesota. And we are supposed to believe in the job numbers?
