G8 here. Most experienced person on team and have another job offer. My skip level has approved an OOC promo to keep me, but I still may not stay.
Part of the reason is I noticed my title has “non technical”, but other team members with the same role are listed as “technical”. My manager says the title does not impact the total comp, but I do not believe him.
Does anyone know the difference between tech and not tech comp for PM at the G9 level?

Tech program roles are higher pay than non tech. Go to your next level manager or to HR to fix. If you are actually doing tech work and your peers are doing tech work then I should be in the tech job code. If not, you should be paid the non tech pay.
For a PM, yes it does matter. Highest paid PM at Intel is an Engineering PM.
Don't stay at Intel. Cats out of the bag. They'll let that external offer to expire then you'll get laid off.

Most of Intel titles are similar to car dealership in the US. You can be a sale engineer level 1 to level 10 depends on who manage you. I saw one ugly stinky hardware engineer replacing CPUs on the boards for other engineers all day. I guess he must be graded at least 8 or higher because he seems to work so hard and curse at Intel CPUs all the time when something doesn’t work well for him.
Someone with high grade level seems to trust layoff board rather than his/her manager. Great place to work Intel.
You're asking about salary on a LAYOFF board? If I were you I'd take the other offer and run, because you will not have a job at intel in a few months if you stay.
If you have a solid external offer, take it and don’t look back. I feel it’s likely that a lot of upper grade level personnel will be looking for new employment in the next few quarters.
