Changing the CEO is too late. The best option for Cisco is to sell or spin off all the companies it acquired and then sell the core routing/switching business to Arista or another successful company. It is time for Cisco itself to be acquired.

The best option for Cisco is to continue to cut costs while selling the government & enterprises overpriced switches & routers. Hire the cheapest bodies possible from contractors or h1b visa.
Xerox still sells copy machines. IBM still sells software from 1982.
