Bunch of insecure VP and EDs who are trying save themselves from next round by putting Senior and VP devs on chopping block. What actually chase should be cutting is management layers. i see managers with 2/3 direct reports across chase, most of them become managers because they are buddies with ED , and are bad at both ppl management and technology.
