If you don’t meet DEI then, you are on the list, being over 50 gets you moved to the head of the line.
Tell your manager SBC stands for Southwestern Bell Cancer! Yup, that's all it takes or be legacy BellSouth, Ameritech or Cingular....your numbers up.
At a team meeting with VP saying "no layoffs, relax & work harder to payoff debt"; I asked if a surplus should happen "do I have to finish the day or can I leave right away?" I was gone the next week.
Reject RTO and relocation and your wish will come true. I did that, it works.

Tell your boss you want a “skip-level” with their boss about ideas for improving efficiency. You’ll be surplussed before the week is out. YVW
Keep doing your job. Give 110%. The lay off will find you. This is AT&T. The company has a "little" bit of debt to deal with. Act accordingly in your own best interest.

You quietly advise your manager and hope that you can save someone’s job while receiving a package.
Doesn’t always work out, but sometimes it does.
Pocket your paycheck until they let you go.
Ask your manager if you can sacrifice yourself for the good of the team on the next go around. (And I say next go around because there's ALWAYS another round in this company!)
