How long ago have names usually submitted of those to be laid off?

I have a feeling this one is different from the past, like ACT where there was just a big general reduction. This getting leaked makes it seem like it will be huge and probably focus on restructuring the company and priorities. I can see whole teams being cut within orgs regardless of performance.

Most big layoffs are top down and the individual managers, at least first and second level, have little or no input.

The list is not static... I'm sure it's constantly being updated depending on business conditions, and horse-trading by managers (some give up more, so other's can give up less). Based on what I've seen in the past... the general rank order is 1) people the VP/Director/manager doesn't like; 2) people who provide minimal contributions, or non-mission critical roles and don't meet their OKRs/equiv to less the successful rating; 3) people who have provided minimal contributions or non-mission critical roles; 4) people to ask to be CPM'd because they want the buyout; 5) people who are in mission critical roles, but miss their OKRs; 6) people in mission critical roles and meet their OKRs (successful or better), but they need to hit a HC target.
