If someone declines a relocation package, will they get a working or non-working 60 day notice period?

Declining relo just means you have to train your replacement. If lay off was planned soon then perhaps you may end up working (doubtful). If not a mgr or a senior lead/principal I doubt working notice will be asked.

Declining a relocation package won't impact your working notice. However, declining a relocation package doesn't necessarily mean immediate displacement, though in most circumstances it probably will.
If you are management you get 90-day working notice and 1 month per year of service.
Working 60-days + 2-week severance per year of service. Your benefits will continue for 60 days after your departure.
My group does working notices, and typically we continue to work until a week or so short of the 60 days. It depends on the LOB and the specific role, but it makes sense in our group.
I haven't heard of them doing a working notice in years. Usually it's non-working. Why subject themselves to the risk of a p*ssed off employee who knows they have 60 days left?
There may not be a hard and fast rule, though I’d think the bias is non-working unless you’re some kind of vital.
