They have to first give notice to all the Indians in Middletown to relocate to the India hub and then the building will have plenty of space.

Correct, SOME people or work rumored for Columbia not everyone.
Columbia has 3000 headcount. Some work/roles might move but not all of them.
Now with rumors of people or work being moved to Columbia, Md you wonder what the long term plans are for Middletown.
It will be finished just before they close the building!
