or are they predictable impacts as a result of cutting your most knowledgeable employees in favor of cheaper, sometimes offshore, replacements? Let's say it's more than a coincidence, I don't think the geniuses running AT&T could care less.

Don't forget the rest of the workforce is phoning it in because of absurd RTO policies. Unhappy employees do not care if they lose your data. Poor management gets poor outcomes.
The company did away with retiree healthcare on Jan 1st 2022. We lost a ton of people in late 21. That’s on them and now nobody will retire until they get close to Medicare. Again on them. When you fix one expense you create another.

Top performers left prior to 2019 when the company was handing out very generous voluntary severance packages.
AT&T got rid of the unneeded workers. They kept the knowledgable workers, like me.
