Why is there over 98,000 employees under S.P in operations? Doesn’t seem to be spread out evenly & fairly.

Guy is in way over his head. Keeps on hiring high level execs to help him do his job. David Owen seems to be a competent guy but should still be in CAO space and Scott should be doing that role. Instead he hires a bunch of people to do his job. Sigh.

SP is an evil POS and pushed safe and effective hard. F him. He's ever worse than Shart. To answer your question OP, SP has large numbers of I&P under him, and a good chunk of the domestic workforce has been moved under him because he has no problem firing people. That's why he's here, to be Shart's little attack dog. He's a garbage human being and the company will be a better place when he GTFO.
I'm pretty sure S.P. regrets taking the job. He thought it'd be a lot different, especially in terms of employee perception of him.
